Digital Pathways to Democratic Competence: The FIT LAB Supporting Systemic Change in VET

Summary

As VET systems across Europe increasingly assume a civic role, the Fit for the Future project is developing the FIT LAB, a digital environment designed to support institutions in embedding democratic competences within their organisational cultures and educational practices. The FIT LAB consists of two integrated components: the Database Showcases and the Online Self-Assessment Tool. Both are grounded in extensive research, including interviews, case studies, and good practices from eight European countries, and will be available on https://fit4thefuture.eu/.

Reconsidering VET’s Contribution to Democracy

Vocational education has long been associated with employment and skills acquisition. However, its contribution to democratic life has gained increasing prominence as Europe faces persistent inequalities, polarisation, and declining public trust. VET institutions are uniquely positioned to support learners in developing civic-mindedness, respect for diversity, critical reflection, and responsible engagement. Yet these competences cannot be cultivated through curriculum alone; they depend on organisational culture, leadership behaviour, and the everyday experiences of learners and staff.

The Fit for the Future project addresses this challenge through the creation of the FIT LAB, a digital space designed to both showcase democratic practices from across Europe and support institutions in examining their own organisational environments. The FIT LAB brings together empirical examples of inclusive leadership and participatory culture with a structured tool for organisational self-reflection, creating a coherent framework for integrating democratic competences into VET.

The FIT LAB: A Digital Environment for Democratic Practice in VET

The FIT LAB is conceived as an interconnected resource made up of two components. The first is the Database Showcases, a curated collection of multilingual evidence illustrating how organisations address issues such as inclusion, equity, bias, civic participation, and leadership. The second is the Online Self-Assessment Tool, which enables VET institutions to reflect critically on their internal cultures and identify areas for development.

Together, these components provide a bridge between documented practice in diverse organisational settings and the internal processes through which VET institutions enact their own democratic and inclusive values.

Database Showcases: A Multilingual Evidence Base

The Database Showcases within the FIT LAB present a wide range of case studies, good practices, and expert interviews. These illustrate how institutions and organisations across Europe have addressed gender inequality, disability rights, age discrimination, intercultural dialogue, migrant inclusion, and other issues closely tied to democratic culture. Each example is accompanied by a methodological framing that links these practices to systems thinking, diversity, equity, inclusion, and transformative leadership.

The Database Showcases are intended for managers, trainers, teachers, HR professionals, VET authorities, SMEs, NGOs, networks, chambers of commerce, and learners. They also target individuals from underrepresented groups, emerging leaders, and organisations focusing on women’s empowerment and diversity. By presenting a multilingual collection in English, French, Spanish, Greek, Italian, Portuguese, and German, the FIT LAB promotes accessibility and acknowledges the linguistic and cultural diversity of the European VET landscape.

These showcases allow VET providers to understand how democratic competences take shape in various contexts and offer material that can be used in staff development, organisational planning, and teaching and learning activities.

Online Self-Assessment Tool: A Mechanism for Organisational Inquiry

The second component of the FIT LAB is the Online Self-Assessment Tool. This instrument supports institutions in examining the extent to which their organisational environments align with democratic values. It enables users to reflect on inclusion, equity, and diversity; on the influence of leadership mindsets; and on the presence of obstacles or unconscious biases that may shape staff and learner experiences.

The tool encourages deliberate reflection rather than compliance or rating. It prompts institutions to consider whether individuals feel able to participate meaningfully in decision-making; whether leaders communicate transparently; whether diversity is acknowledged and respected; and whether organisational processes promote fairness and psychological safety. In many cases, the process of engaging with the tool becomes as significant as the insights it produces, as it creates opportunities for staff and learners to discuss organisational norms and assumptions.

Because it can be used by leadership teams, teachers, HR professionals, and, where appropriate, learners, the Online Self-Assessment Tool supports a participatory approach aligned with the democratic competences it seeks to promote.

Supporting VET’s Evolving Role

This dual structure positions the FIT LAB as both a reference point and a practical instrument. It allows institutions to explore what democratic competence looks like in practice and to consider how their own leadership approaches, organisational cultures, and learning environments can be strengthened. In doing so, it helps VET systems to respond more effectively to societal challenges and to contribute more deliberately to democratic life.
